英語の「if + 主語 + 動詞」と「whether ～ (or not)」の違い
if は「もし〜なら」という条件を表し、whether は「〜かどうか」を表します。「〜かどうか」は if でも言えますが、to の前では whether だけで、前置詞のあとも whether がふつうです。

覚え方・注意点
- to 不定詞の前や文の主語になる節では whether だけが使えます。前置詞のあとも whether がふつうです。
- 「もし〜なら」の条件のときは、whether でなく if を使います。
- whether or not は「〜でも〜でなくても」の意味でも使えます（Whether or not it rains, we will go.）。
